Is there any significance to this order: is, was, and is to come?

Verse 8:  Is there any significance to this order: is, was, and is to come?  It would seem more natural to say: was, is, and is to come.

This phrase is repeated in

This phrase is repeated in this order in verse 4 as well, but in chapter 4 verse 8, the order is changed to "which was, and is, and is to come."  That said, I don't see any significance to the order or the fact that it is not rendered consistently.
